Differences between models on the low end are usually small, incremental, improvements. The release schedules are determined solely by marketing concerns, not technical necessity or availability (Nikon's D70s for example is essentially the same camera as the D70, the only difference being some parts being swapped out for others also used in other camera models to make supply lines more efficient. Canon works along similar lines).
So is it worth waiting for? Hardly. In fact you may well buy that older model now, as the new one is sure to be more expensive... And the older ones should start dropping in price as many idiots (oops, customers) are indeed going to wait, woo'd by the marketing slogans and the "knowledge" that now that a new model has been announced everything older than that is no good for anything.

Hello,
The differences will be quite significant - the Canon 450D (as it is also know) will have a larger viewfinder, SPOT METERING, improved image sensor, and it will use SD cards instead of CF. Also, it's kit lens the 18-55 IS is said to be the best kit lens on the marked - from the point of optical quality, it appears to perform better even than 17-40 L lens.

SD cards is a step BACK. Canon kitlenses generally suck so they're not worth mentioning (and most kits will sell with Tamron or Sigma 18-200 or 28-300 lenses anyway). And most prospective users won't have any use for spotmetering or the larger viewfinder as they'll use P for Panic mode all the time and try to focus using the screen on the back.

Amy: only you can decide if you want to wait for the new Rebel. It certainly has some improvements, but either camera is just a tool. You can produce great photographs with either. If you're looking to upgrade from another camera, it might be worth waiting for. But I wouldn't wait to start taking photographs because of it. If you have nothing and want to start, go buy today and get started!
