  Q. Draganize

Ok! I have searched the internet for the ellusive "Draganize" effect. The discussions, tutorials, and add on files for Photoshop seem to be all VERY vague.
Is there anyone at all that could help me figure out a basic strategy or plan behind Andrzej Dragan's amazing technique!! Here's a link to his works. http://andrzejdragan.com/ .
I use Photoshop elements because that's all I can afford, but the basic premise can be used in Elements because it's mostly Layers work!
Thanks everyone for your help, and please don't leave me links to atncentral.com because I really don't want to use actions.
