Q. Technical Fauilure Getting SC award !!!!!!?????

the following shot getting an award (SC)

I am not against the staff to give the awards to whoever deserves them,
but to give the awards to a technical failure shot,this what I am surprised to see,the shot I should agree having a very nice subject.
this I should say a bug in the UF system.
with my respect to the staff and the photographer.
