I am sorry, but I am going to be just plain sincere. I wanted to rate this shot a 3, and inadvertedly rated it a 2. I always forget there is a zero here, therefore my mistake... Anyway, what I mean is that I am not crazy at all about this image. I am pretty surprised to see it collected 8s so far. So I'm just going to explain my views - not sure what they are worth, but here you go...
There is a culture about motion blurs, and a reason for this culture to be what it is. I suggest flipping through stock library catalogs to get a clue of what motion blurs are all about, and as for how they are generally used and why.
The goal is generally to express movement in a way that would allow the viewer to FEEL this movement more than he may LEARN ABOUT THE MOVING SUBJECT.
Here, I feel close to nothing. 1) I can really identify who is moving and how his costume looks like, etc, but I have no compensation for this loss of information, simply because your blur looks quite solid, compact - it isn't much of a trail basically and just obscures the subject itself without iving me a sens of what the movement was like. 2) The color is so madly strong, that it conflicts for first role with the motion.
I know for a fact, that the problem in such places is often the lack of light, and if you can't flash, you easily end up with motion blur, whether you meant it to be that way or not. But to me, if the moving subject is not interesting in itself, motion blur will do fine as it will emphasize the movement: just make sure it does that, or else the subject disappears and leaves nothing behind.
