Happy New Year for 2008 to all my friends at USEFILM.
As for the "object" the answer is a Yarn Swift. This one was designed and made before 1800 and similar and disimilar designs are still commercially available. The device converts skeins to balls of yarn.
Several of you had a close guess of the purpose (but not the name) so thanks and congrats to all that guessed.
Attached is a photo of a more detailed description.

well, I spoiled it for myself by reading the comments... and glad I did before I made a fool out of myself, too... neat contraption, I could see the little cutters and figured it had something to do with rope, twine, yarn...
