I don't remember excactly the way (very old job) BUT I use Corel Photo Paint... not big deal...
Image > Adjust > Local Equalization...
the result is very grainy... you must use after that the blent and smeart tools... these tools are used with the mouse...like painting on the photo... after that I ...over over over saturate that image BUT the saturation of Corel Photo Paint is not the best, so for that I use a free program named Photo Filter...
