These are painted storks, aren't they? Prized catch, if you know where they hang out? Are they migratory? Much more majestic birds than the very ordinary-looking Mallards which are all over the world. Those were in Monte Carlo, Monaco. Yes, of all places, there in that ritzy town (?!?!). Message, I guess is "You can birdwatch anywhere Babu-moshai"!!
