Nice balance between the star and the chain. The shallow depth of field draws the attention nicely, and the diagonally-opposed shapes provide tension. The building in the back provides a surround, a locale for the picture. The star, because it is dark, shows that it is part of its surroundings; the chain looks much newer, and of a different metal, showing it does not really belong. The soft light gives a thoughtful or brooding mood.
The windows, had they not been touching the bars, would have been distracting.
In short, I like it!
