Is this slide film? I love the way the blue colors look.

I'd recommend cropping your scan. As it stands you have a lot of wasted space above and below your picture. You'll want your picture to take up the entire space allotted to you. My guess is this is a print that was scanned on a flat bed scanner. There is a lot of dirt or specs in the scan. This is particularly noticable on the dark sky colors. I love the saturation, but ultimately this would be stronger if the file were cleaned up. I've worked on the file a bit and uploaded it for your review. Note the difference in impact to the viewer. Less dirt on the image. The size is larger. The wasted space from the scan above and below are removed. I've adjusted the levels to bring out the colors to their natural state and sharpened the image to reflect the sharpness of the original (or so I'd imagine). Great capture. What volcano is this?
