Alex, I used to make some effects in that photo: after ajust colours, light, sharp etc (in PS). I used filter/sketch/photocopy (20% in soft light for give it draw aspect); mask to remove excess; and filter/stylize/difuse/ansotropic (+ or - 15%) with masc for remove excess. Then I used the plugin "Digital GEM" to remove some noise and give it water colour aspect... but the secret is sharp, sharp and sharp with d. GEM. Later you should to use many adjustment and tools (sponge, dodge and burn) to finalise.
