I think it's too dark.
Hmm, 10seconds and people on the left are still sharp? Strange for me.

Oh aye - this one wasn't the long exposure. I've not got anything to view the EXIF data so can't tell you exactly, but this one was with the aperture full open at F4.0 (ish)

No idea of the shutter speed but can't have been that slow as you say.

I kept it dark to show how moody that part of town is, to emhpasise the blue light at the back and to sow the sparkley road.
