David, A wild guess is you took this shot in and around 'Speaker's Corner'? Its a great spot for people watching and street photographers since the people seem less camera shy.
The shot is wonderfully sharp with smooth tonal ranges. The blurred background trees work well over the grey sky. The capture of the man's hair standing on end is an extra bonus :)
