On this occasion no. It's used to raise orlower one of the sluice gates where the Kennnet River diverges from the canal.
Over various parts of the waterway, the barges have to travel along the river rather than the canal, provided the canal has enough water in it the sluice gates are left open, but when sometimes it begins to dry out, they partially close the sluice gates so that the river water is diverted into the canal.
