Yes Samantha, it is a plug-in called Photoframe. This one is a 'camera' border.

Hi Jason, Good old Photoshop CS! You can buy the Extensis Photoframe plug in here http://www.extensis.com/en/products/product_family.jsp?locale=en_US&id=1022

The program I use for the montages I just got a week ago and LOVE. It is called DG Photo Art. Not cheap but worth it if you do lots of album and digital design.
