As the train was passing an area where work was taking place ... the images sped by, creating wonderful swashes of color.
Actually, the image is quite well defined in some ways. The foreground is the orange plastic fencing that is so ubiquitous now, around work sites. The yellow is a piece of machinery, with the plastic fencing, once again, and finally the greenery (literally) of the countryside is captured as the background element.
