First of all the effect is NOT by PS.
i setup the shutter speed for 5 Seconds,then take the shot at focal length 20mm,and while the shutter was opening i was changing the focal length to until 40mm ,then the shutter closed, at the result was the glow which you can see...

I'm usually not too keen on this kindof pictures, but the effect is excellent. I did this (or rather, an attempt at this) once with a firetruck. Not nearly as nice as your image! well done!

I had to look twice to realise they were water droplets, they're so small. Very nice capture and the zooming worked well, really just giving some colour to the background.
Looks like it was mostly fixed focal length, four seconds fixed then one second zooming?
